For a company operating in the oil sector, one (1) JUNIOR HSE.
Duty station :  Tsiroanomandidy — Madagascar

ROLES AND RESPONSIBILITIES

The main tasks of the Junior HSE will be :

· Report daily HSE activities.
· Conduct HSE induction training.
· Participate in accident/incident/near misses investigation.
· Ensure the effective implementation of HSE Management System procedures within the worksite and provide support and advice to all worksite personnel on matters related to HSE.
· Encourage and promote Health, Safety and Environmental awareness in all operation related activities and worksites.
· Promote the effective use of existing HSE management tools and techniques on the worksite.
· Conduct internal HSE audit and inspection.
· Conduct a daily inspection of all workplaces to ensure the presence of fire prevention equipment, safety equipment, and first-aid supplies and ensure all emergency response equipment is fully operational at all times.
· Ensure periodical inspection on vehicles, equipment, machinery, tools, excavations, scaffoldings, lifting equipment and accessories, fall protection, confined space, processes and practices in order to ensure compliance with HSE standards and requirements to keep a safe environment of work.
· Conduct daily worksite inspections for safety compliance, permit quality and job safety analysis quality.
· Participate in daily planning and risk assessment/JSA/Method statement and Work permit in concordance with the operations and cooperates with the others contractors on the coordination and planning of the activities at the worksite.
· Conduct HSE meetings at the worksite.
· Recommend measures to help protect workers from potentially hazardous work methods, processes, or materials.
· Order suspension of activities that pose threats to workers’ health and safety.
· Ensure good health condition of the employees by the mean of mess and hygiene inspection, water quality monitoring and analysis.
· Assist with the training of employees involved in the On-Scene Emergency Response Team.
· Assist in conducting regular tire-tighting and First aid tranining programs, tire tighting and emergency drills to the ER team.
· Assist in directing any emergency rescue of personnel trapped or injured in a hazardous environment.

PROFILE
Academic Qualifications
· Master 1 in Health, Safety ans Environmental, or Industrial hygiene, or Environmental science
· Specific training on HSE programs.

Experience
· Three (3) or more years of related safety experience and/or training
· Knowledge and ability to implement a safety management system at site.
· Must have the ability to assist with delivery of HSE / Fire Protection / Emergency Response programs.
· Skilled in the standards, concepts, practices, and procedures within the health, safety and environmental fields.
· Ability to direct teams in the event of an emergency.
· Ablity to perform duties in various sometimes harsh outdoor weather conditions.

Knowledge and Skills
· Strong computer skills including Microsoft Office
· Written and spoken English fluency
· Strong communication skills, both verbal and written (sensitization/training/report writing)
· Having Driver license and able to drive in the field road condition
· Willingness to work in remote area and be away from home. Adapt to the field life and have the ability to foster a cooperative team environment.
· Must possess good work habits, a strong work ethic and adhere to company work hours, policies and procedures.
