ATTRIBUTIONS
Under the supervision of the project’s Administrative and Financial Manager, the Chief Accountant’s main mission is to ensure the processing of accounting files, financial operations and the updating of the project’s general and analytical accounts, in compliance with accounting procedures. His/her duties are as follows:
1/ Book keeping:
- Ensure the accuracy, completeness and conformity of payment documents and vouchers prior to posting;
- Ensure the reliability of accounting and financial information and validate accounting entries;
- Monitor bank reconciliations and report any anomalies or irregularities in accounting management;
- Provide support during audits and ensure the regular backup, filing and archiving of accounting documents.
2/ Direct payment and replenishment :
- Prepare and monitor requests for replenishment of project funds, ensuring that supporting files are complete;
- Periodically inform the Administrative and Financial Manager of invoices paid, outstanding commitments and draw up direct payment requests in accordance with procedures.
3/ Budget management and preparation of financial statements :
- Ensure accounting monitoring of budget execution and monthly disbursements in relation to the AWPB;
- Contribute to drawing up administrative and financial dashboards, analyzing variances and providing recommendations;
- Carry out periodic analysis of the various accounts and revaluation of foreign currency bank accounts;
- Carry out year-end work, producing project financial statements in accordance with procedures.
4/ Reports and more :
- Verify and ensure that tax/legal declarations are submitted on time;
- Guarantee that the funding managed by the project is entered in the budget in the Finance Acts;
- Prepare and monitor budget regularization files;
- Organize inventory work and draw up periodic accounting reports;
- Supervise the work of the accountant(s) under his/her responsibility.
PROFIL
- Master 2 in Accounting and Finance;
- At least 3 years’ successful experience in a similar position;
- Knowledge of donor-funded project disbursement procedures;
- Knowledge of project management accounting software. Knowledge of TOMPRO is a plus;
- Fluent in French and Malagasy, knowledge of English would be an advantage;
- Methodical and organized;
- Demonstrates initiative, strength of proposal and improvement;
- Able to travel frequently.
