ATTRIBUTIONS

 

Placed under the supervision of the Project Coordinator and in close collaboration with the other technical managers, the AFM is responsible and accountable for all activities under his/her responsibility relating to the administrative, budgetary, financial and accounting management of the project. His/her duties are as follows: 

1/ Financial management:

  • Contribute to the preparation and updating of the project’s financial documents;
  • Monitor disbursements in accordance with contract clauses and the disbursement schedule;
  • Manage requests for account reconstitution, direct payments and associated documents;
  • Submit documents to the World Bank’s Client Connection in accordance with established procedures.

2/ Accounting: 

  • Supervise the project’s general and cost accounting and ensure the reliability of financial reports;
  • Supervise the finalization of financial statements and documents required for audits.

3/ Financial monitoring and reporting:

  • Regularly update costs to analyze financial results;
  • Prepare annual budgets, set up a budget monitoring system, and analyze budget monitoring in collaboration with the technical team and the procurement team.
  • Participate in the evaluation of technical and financial achievements.

4/ Administration and logistics:

  • Manages and supervises the staff assigned to his unit;
  • Coordinates the activities of the administrative team: management of project assets and follow-up of financial files with the Administration, physical inventory of fixed assets as well as their accounting treatment.

PROFIL

  • Master 2 in Accounting, Finance or a similar field;
  • 5 years’ experience, in a position of responsibility, in the field of Accounting and Finance in a project financed by a multilateral donor;
  • Knowledge of accounting principles, PCG 2005 and PCOP 2006;
  • Knowledge of standard accounting software. Knowledge of TOMPRO is an asset.
  • Fluency in French and knowledge of English;
  • Ability to analyze, synthesize and write;
  • Demonstrates initiative and the ability to make proposals, with good communication skills;
  • Leadership and team management skills;
  • Able to travel frequently in project areas.
